Job Description

Summary

The Director Timekeeping Applications Support is responsible for project management, staffing and supervision of the application areas for Timekeeping support across all agencies of the MTA. This includes applications that are part of PeopleSoft, (Time and Labor) Kronos, Unified Timekeeping System (UTS), and Automated Timekeeping System (ATS). This includes the integration to/from and support of on-premise and cloud hosted Kronos systems along with a mix of home grown Timekeeping systems and PeopleSoft T&L. Integrations to various Financial Accounting Systems and Reporting systems also need support, new development and maintenance.

All of these systems have mandatory regulatory, auditory and budgetary reporting that must be met in a timely fashion. Support of these business areas require ever evolving business changes and implementation within tight timeframes to meet collective bargaining agreements. This position also entails developing and maintaining highly effective, secure, and innovative information systems to support the MTA’s goals and priorities.

Responsibilities

Strategy & Planning

  • Assesses and makes recommendations on the improvement and re-engineering within Timekeeping applications areas division and work with the stakeholders at the agencies at keeping the total cost of ownership down.
  • Promote the use of employee self -service and mobile connectivity within applications to reduce the reliance of paper.
  • Automation of business process creating in-line forms and approvals, reducing the reliance on manual approves that could be untimely.
  • Facilitate the implementation of Collective Bargaining Agreements for employees in the Timekeeping system in a timely manner, avoid long delays in processing agreed changes to avoid long wait time for retroactive wage adjustments.

Acquisition & Deployment

  • Coordinates and facilitates consultation with stakeholders to define business and systems requirements for new technology implementations, developing business case and cost justifications for such initiatives.
  • Provides direction on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Advises MTA IT management in the changing trends and emerging technology and their potential use within the MTA.
  • Directs the development of the analysis required to determine if Information Technology projects should follow a “Build” (develop with in-house staff) or “Buy” (cloud or packaged solution) methodology.
  • Directs the development and implementation of new modules of the Timekeeping systems.
  • Advises on the selection, prioritization, development and implementation on projects and the project portfolio as they relate to the selection, acquisition, development, and installation of MTA IT applications and assist agencies with integrations to/from Timekeeping systems.

Management and Oversight

  • Participates in overall business planning bringing a current knowledge and future vision of technology and systems as related to the company’s goals.
  • Responsible for monitoring various Applications progress on Information Technology projects and deliverables insuring that the IT needs of the MTA are met on time and within budget, including identifying weekly, monthly and annual performance targets to show progress on IT applications projects.
  • Ensure continuous delivery of Applications services through oversight of service level agreements with end users and monitoring of Application performance.
  • Responsible for the recruitment, development, motivation, training and retention of a diverse and high performing multi-level IT team professionals, conforming to budgetary objectives and Human Resources policy and programs.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives keeping customizations to a minimum and total cost of ownership down.
  • Responsible for the implementation of changes in Timekeeping systems as the result of collective bargaining agreements.

Qualifications

  • Advanced knowledge of information, mobile, Voice, Cloud and Application Development technologies
  • In Depth knowledge of Kronos Workforce Central, Workforce Scheduler, Workforce Device Management and proven track record of implementation on multiple instances in large organizations
  • Experience with On-Premise, Cloud and Mobile Kronos environments
  • WDM experience with Clocks used for Biometric scanning and Proximity reader clocks
  • Familiarity with WIM interfaces and reporting in Kronos
  • Prior experience in organizations where Kronos interfaces with ERPs and Data warehouses
  • Successful track record in design of software systems to meet the current and future needs of a complex transportation organization
  • Extensive experience in the areas of strategic planning, business planning, data analysis, data reporting, change management and statistical process control
  • Knowledge of legal and regulatory requirements pertaining to areas supervised
  • Knowledge and understanding of Timekeeping and ability to understand Collective Bargaining Agreements and complex Payrules
  • Exceptional verbal/written communications skills
  • Advanced organizational skill, with the ability to create, redesign and/or integrate complex organizational systems
  • Financial/budgeting planning and management experience
  • Ability to fit in with the constant shifting needs and demands of the business Departments

Education and Experience

  • A Bachelor’s degree in computer Science, Business Administration, Engineering, Finance, Information Services, or the equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimum of 12 years of Information Technology experience with at least 8 years of progressive IT managerial experience leading technical teams.

As an employee of MTA Headquarters you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $99,394 (this figure is subject to change) per year or if the position is designated as a policy maker.
